(a) This part shall apply to all of the following:
(1) All employees of the county tax assessor.
(2) All employees of the county tax collector.
(3) All employees of the county sheriff, except the chief deputy.
(4) All employees of the Madison County License Director.
(5) All employees of the board of registrar’s office.
(6) All employees of the judge of probate’s office.
(7) All employees of any elected officials of Madison County whose operations and employees are funded through the Madison County Commission by law.
(8) All officers and employees of Madison County, except any of the following:
a. Elected officials.
b. Members of appointed boards, commissions, and committees.
(b) This part shall not apply to independent contractors of any employer covered by this part.
(c) If any individual holds the position of personnel director on April 14, 2022, that director, on April 14, 2022, shall become an employee solely of Madison County and shall cease to hold any authority with respect to the operations of the personnel board.
