(a) The Personnel Board of the City of Montgomery and Montgomery County may adopt rules and regulations necessary to provide for a preference for veterans, for the widows of veterans, and for the wives of disabled veterans.
(b) For the purposes of this section, the term veteran means a person who honorably served in the military service during any war or conflict in which the United States was engaged and who was discharged or released from service under conditions other than dishonorable.
