Ala. Code § 45-57-260.09

Once zoning regulations have become applicable, they shall not be changed by the planning commission until the proposed change has been published for three weeks in a newspaper of general circulation within the county together with a notice stating the time and place that the change in regulations will be considered by the planning commission, and stating further that at such time and place all persons who desire shall have an opportunity to be heard in favor of or in opposition to the change in the zoning regulations.
