(a) This section shall apply to the regulation of the sale and distribution of alcoholic beverages in Phenix City, Alabama, in Russell County and Lee County.
(b) The governing body of Phenix City may authorize the sale and distribution of draft or keg beer by retail licensees of the Alcoholic Beverage Control Board, any law to the contrary notwithstanding.
(c) The governing body of Phenix City may authorize the sale and distribution after 1:00 p.m. on Sundays of alcoholic beverages by licensees of the board, any law to the contrary notwithstanding.
