(1) The Director of the Division of Workforce Services shall approve or reject a plan in writing within thirty (30) days of its receipt.
(2) Only one (1) plan may be approved for any one (1) employer during any twelve-month period.
(3) The reason for rejection shall be final and non-appealable, but the employer shall be allowed to submit another plan for approval not earlier than fifteen (15) days from the date of the last rejection.
