(1) Fencing boards shall have control of the construction of the fence for their districts.
(2) The boards may advertise for proposals for doing any work by contract and may accept or reject any proposals.
(3) All contractors shall be required to give bond for the faithful performance of such contracts as may be awarded them, with good and sufficient securities in double the amount of the contract work.
(4) The bond shall be given to the board, and suits may be brought on it in the name of the board, but the sum recovered shall be for the use of the district for which the bond was given.
