(1) No improvement district shall be created unless a notice, prior to the hearing on the formation of the district, has been mailed by certified mail, return receipt requested, to the addresses of all owners of real property within the boundaries of the proposed improvement district.

(2) The notice shall inform the property owners of: The proposal to form an improvement district;

(3) The purpose and powers of the proposed district; and

(4) The names and addresses of the organizers of the district.

(5) The notice shall also notify the property owners of the date, time, and place of the hearing on the proposed formation of the improvement district.
