(1) The Arkansas Alternative Energy Commission shall study: The feasibility of creating or expanding alternative energy sources in Arkansas, including without limitation: Bioenergy, including without limitation energy from biomass.
(2) As used in this subdivision (a)(1)(A): “Biomass” includes agricultural waste, wood waste, poultry litter, and animal waste; and
(3) “Poultry litter” means poultry manure combined with wood shavings, straw, rice hulls, and other bedding material;
(4) Ethanol;
(5) Solar power;
(6) Energy derived from animal waste;
(7) Wind power; and
(8) Other energy sources identified by the commission;
(9) The effects of the use of alternative energy sources on the economic development of the state; and
(10) Other issues related to alternative energy production and use and the economic impact of alternative energy that the commission considers appropriate.
(11) This section shall expire on September 30, 2017.
