(1) The State Board of Health shall adopt rules concerning the investigation of a complaint filed with the Department of Health. The rules adopted under this section shall: Ensure that complaints are not dismissed without appropriate consideration; and
(2) Ensure that the person who filed the complaint has an opportunity to explain the allegations made in the complaint.
(3) The department shall dispose of all complaints in a timely manner.
