Ark. Code Ann. § 22-4-110

Expenditures and contributions of counties, cities, or towns

(1) Any county, city, or town may expend money from any funds available to aid in the purchase of land within the county which, when purchased, shall become the property of the state to be cared for and administered as a part of the state parks system, but only if the State Parks, Recreation, and Travel Commission has first agreed in writing to the acceptance of the land.

(2) Any county, city, or town may annually contribute money to the commission from any funds available to be expended in the care, improvement, and maintenance of any park within the county.
