Racing passes

Known as the Arkansas Horse Racing Law

(1) The Secretary of the Department of Finance and Administration shall set a maximum number of racing passes to be printed and issued annually, and it shall not be less than the number printed in 1990.

(2) Racing passes provided to and accepted by members of the General Assembly and constitutional officers are to be distributed by them to: Their constituents, in order to provide a statewide distribution of the racing passes; and

(3) Persons residing outside the State of Arkansas, in order to promote tourism and advance the economic interests of the state.

(4) The passes provided to the members of the General Assembly and constitutional officers are not for their personal use but are for redistribution as provided in this section and therefore do not constitute gifts or compensation to members of the General Assembly and constitutional officers for the purposes of any law of this state.

(5) This section does not prohibit members of the General Assembly and constitutional officers from redistributing racing passes to other members of the General Assembly or other state constitutional officers.
