This subchapter shall not apply to reinsurance or to the following insurances when so placed by licensed agents or brokers of this state:

(1) Wet marine and foreign trade insurance;

(2) Insurance on subjects that are: Located, resident, or to be performed outside this state; or

(3) On vehicles or aircraft principally garaged outside this state;

(4) Insurance on property or operation of railroads engaged in interstate commerce; and

(5) Insurance of aircraft: Owned or operated by manufacturers of aircraft;

(6) Operated in scheduled interstate flight;

(7) Cargo; or

(8) Against liability, other than workers' compensation and employer's liability, arising out of the ownership, maintenance, or use of the aircraft.
