“ FOR the levy of an additional one percent (1%) state gross receipts tax in the City of, County, Arkansas, in lieu of paying state income taxes by individuals who are residents of said city (town). AGAINST the levy of an additional one percent (1%) state gross receipts tax in the City of, County, Arkansas, in lieu of paying state income taxes by individuals who are residents of said city (town).”
