(1) The Office of Motor Vehicle may develop and implement a means by which a person may report, by telephone hotline or by submitting a form online or by mail, the alleged misuse of the privileges conferred by a: Special license plate;
(2) Special certificate; or
(3) Parking space designated exclusively for parking by persons with disabilities.
(4) The office shall promulgate rules for the proper implementation of this section.
