(1) A regional mobility authority may adopt a resolution that designates a toll road, a toll facility project, or a portion of a transportation project as a controlled-access toll road.
(2) A regional mobility authority may adopt a resolution to: Prohibit the use of or access to or from a toll road by a motor vehicle, bicycle, any other classification or type of vehicle, or a pedestrian;
(3) Deny access to or from: A toll road;
(4) Real property adjacent to a toll road; or
(5) A street, road, alley, highway, or other public or private way intersecting a toll road;
(6) Designate locations on a toll road at which access to or from the toll road is permitted;
(7) Control, restrict, and determine the type and extent of access permitted at a designated location of access to a toll road; or
(8) Erect appropriate protective devices to preserve the utility, integrity, and use of a toll road.
(9) A regional mobility authority may grant access to or from a toll facility.
