(1) The legislative intent and purpose of this subchapter is to provide a structure for the business relations between a wholesaler and a supplier of beer.

(2) Regulation in this area is considered necessary for the following reasons: To maintain stability and healthy competition in the beer industry in this state;

(3) To promote and maintain a sound, stable, and viable three-tier system of distribution of beer to the public; and

(4) To promote the public health, safety, and welfare.
