Firearm-sensitive areas — Security plan approval

Acts 2017, No. 859, § 9.

(1) The following entities may submit a security plan to the Division of Arkansas State Police for approval that designates certain areas as a firearm-sensitive area where possession of a concealed handgun by a licensee under this subchapter is prohibited: The Arkansas State Hospital;

(2) The University of Arkansas for Medical Sciences; and

(3) An institution of higher education that hosts or sponsors a collegiate athletic event.

(4) A firearm-sensitive area under subdivision (a)(1)(C)(i) of this section is limited to an area where a collegiate athletic event is held.

(5) A security plan submitted under this section shall include the following information and corresponding security measures: Total projected attendance;

(6) Number of entrances and exits;

(7) Number of on-site private security personnel;

(8) Number of on-site law enforcement officers;

(9) Number of on-site first responders;

(10) Location of parking areas and number of motor vehicles projected to use the parking areas;

(11) Routes for emergency vehicles;

(12) Locations of all restrooms, stairs, and elevators;

(13) Evacuation procedures;

(14) Security communication protocol;

(15) Location of emergency vehicles;

(16) Public communication protocol; and

(17) Bomb threat and active shooter procedures.

(18) Security measures under this section shall include without limitation: Security personnel or law enforcement officers on-site;

(19) Use of a magnetometer or other metal-detecting device designed to detect a weapon;

(20) Barricades; or

(21) Other measures or devices designed to protect the public from a security threat.

(22) An entity shall submit a security plan to the division under this section annually or no later than five (5) days before a scheduled collegiate athletic event.

(23) The division shall approve or disapprove a security plan for a scheduled collegiate athletic event within seventy-two (72) hours of the receipt of the security plan.

(24) Otherwise the division shall approve or disapprove a security plan within ten (10) business days.

(25) Upon approval of a security plan, an entity shall post a notification at all firearm-sensitive areas that possession of a concealed handgun is prohibited.

(26) A security plan submitted under this section is exempt from public disclosure under the Freedom of Information Act of 1967, § 25-19-101 et seq.
