As used in this subchapter:
(1) “Child” means a minor under eighteen (18) years of age who is the subject of a custody or visitation: Matter currently pending before a court; or
(2) Order that has been issued by a court;
(3) “Court” means any circuit court of competent jurisdiction;
(4) “Custodian” means the custodial parent, legal guardian, or lawful custodian of the child as determined by a court of competent jurisdiction in the State of Arkansas;
(5) “Dual nationality” means the simultaneous possession of citizenship in two (2) countries;
(6) “Human rights” means the basic principles that recognize each child's freedom and right to be protected from abuse and neglect.
(7) “Human rights” includes the protection of children from: Abuse and neglect;
(8) Arranged marriages;
(9) Child labor;
(10) Genital mutilation;
(11) Sexual exploitation;
(12) Slavery;
(13) Torture and the deprivation of liberty; and
(14) Armed conflicts.
(15) “Human rights” includes the right of children to: Survive and develop;
(16) A name from birth;
(17) Be granted a nationality;
(18) Freedom of expression;
(19) Freedom of thought, conscience, and religion; and
(20) A free and compulsory education;
(21) “International child abduction” means the act of taking away, enticing away, withholding, keeping, or concealing a child from his or her parent or custodian by removing the child from the United States;
(22) “Parent” means the biological or adoptive parent of a child;
(23) “Registration” means the official act of notification or documentation of the birth, name, or lineage of an individual; and
(24) “Security professional” means: A bodyguard;
(25) An off-duty certified law enforcement officer;
(26) A person who holds a license issued by the State of Arkansas or another state; or
(27) A person who has past experience or training as a professional in the area of securing the safety of persons.
