The following funds are created in the State Treasury for the purposes of this part:
(a) Harbor Bond Sinking Fund.
(b) Fifth San Francisco Seawall Fund.
(c) Small Craft Harbor Bond Fund.
(d) Small Craft Harbor Improvement Fund.
