The notice of the formation election shall contain:

(a) The date of the election.

(b) A description of the boundaries of the proposed district.

(c) The name of the proposed district, which name shall contain the words “County Water District.”

(d) A statement that the first directors will be elected at that election, who will take office if the district is formed.
