The by-laws shall also provide for:
(a) The location of the district office.
(b) The method of changing the location of the office.
(c) The method of amending or repealing the by-laws.
(d) Suitable penalties for the violation of the by-laws not to exceed in any one case two hundred dollars ($200) for any one offense.
