C.R.S. § 10-16-1311

(1) The commissioner shall report during the hearings conducted pursuant to the “State Measurement for Accountable, Responsive, and Transparent (SMART) Government Act”, part 2 of article 7 of title 2 : (a) Beginning in January 2022 and each year thereafter, on the progress of the implementation and operation of this part 13, including the information collected pursuant to section 10-16-1310 (2); (b) Beginning in January 2024, and each year thereafter, on the carriers’ efforts to develop networks that are diverse and culturally responsive pursuant to section 10-16-1304 (1)(g) and the carriers’ efforts required by section 10-16-1304 (2); and (c) In January 2024, January 2025, and January 2026, on the results of the reports required in section 10-16-1310 .
