(1) The general assembly hereby finds, determines, and declares that the purposes of this part 7 are: (a) To incorporate consumer protections in the creation and maintenance of provider networks by carriers; (b) To establish standards to assure the adequacy, accessibility, and quality of health-care services offered under a managed care plan; and (c) To establish requirements for written agreements between carriers offering managed care plans and participating providers regarding the standards, terms, and provisions under which the participating provider will provide services to covered persons.
