(1) This part 3 applies to placement for adoption of a child who: (a) Has been or is in foster care or institutional care; (b) Previously has been adopted in a state; (c) Has been or is being adopted under the law of a foreign country; or (d) Has come or is coming to a state from a foreign country to be adopted.
