(1) Part 2 of this article 5.5 applies to: (a) A transfer of custody on or after April 17, 2023; and (b) Soliciting or advertising on or after April 17, 2023. (2) Part 3 of this article 5.5 applies to placement of a child for adoption more than sixty days after April 17, 2023.
