This part 13 shall not apply to projects or properties which are funded or disposed of pursuant to the provisions of sections 43-1-106 , 43-1-219 , or 43-1-220 , C.R.S., but shall apply to projects funded from the capital construction fund in accordance with section 2-3-1304 (1)(a.5).
