(1) The general assembly finds and declares that Colorado has a long-standing commitment to serving older adults and people with disabilities through home- and community-based services that enable them to stay in their homes in their communities. (2) Therefore, the general assembly declares that Colorado is committed to maximizing the impact of the one-time, ten-percentage-point increase in the federal matching rate for medicaid home- and community-based services, as outlined in section 9817 of the federal “American Rescue Plan Act of 2021”, to implement or supplement the implementation of one or more activities to enhance, expand, and strengthen medicaid-funded home- and community-based services.
