If final federal agency action is taken revoking or withdrawing prior federal approval of all or any part of the state permit program, sections 25-8-203 , 25-8-204 , 25-8-501 , 25-8-502 , 25-8-503 , and 25-8-505 and regulations adopted to implement such provisions are repealed as of the date of that final federal action.
