Pursuant to section 24-4-103 , the department shall promulgate such rules as are necessary to implement the provisions of this article 90 and the procedures specified in sections 19-2.5-305 , 19-2.5-1102 , 19-2.5-1525 , 19-2.5-1532 , 19-3-403 , 19-3-506 , 19-3-507 , and 19-3-508 regarding children who are in detention or who have or may have a behavioral or mental health disorder or an intellectual and developmental disability.
