C.R.S. § 31-30-1106

(1) In a county improvement district, the board must consist of the following members: (a) One county commissioner of the county in which the district is located for a term equal to the commissioner’s tenure as county commissioner; (b) The county treasurer for a term equal to the treasurer’s tenure with the county; (c) Three residents of the county obligated to pay real or personal property taxes who are appointed by the county commissioners for staggered terms determined by the county commissioners; and (d) Two fire department members for two-year terms. (2) The treasurer of the fund shall obtain a bond paid from the fund in an amount determined by the board.
