(1) Notwithstanding any law to the contrary: (a) Until March 1, 1998, the Colorado state fair authority shall not be subject to the provisions of part 14 of article 30 of title 24 , C.R.S. On and after March 1, 1998, the Colorado state fair authority shall be subject to the provisions of part 14 of article 30 of title 24 , C.R.S.; and (b) The Colorado state fair authority shall not be subject to the provisions of the “Procurement Code”, articles 101 to 112 of title 24, C.R.S.
