Contracts entered into prior to April 10, 1935, between irrigation and drainage districts and the United States or any agency thereof, for any of the purposes stated in section 37-43-152 , and all proceedings taken pursuant thereto for the creation of reserve funds are hereby ratified, confirmed, and validated.
