(1) An individual who is temporarily present in the United States may apply for an identification document pursuant to this section. The department shall issue an identification document if the individual: (a) Qualifies for the document applied for except for qualifications that conflict with this section; and (b) Produces documents that satisfy the department that the individual is lawfully present in the United States.
