Conn. Gen. Stat. § 17a-229

The Commissioner of Developmental Services may, upon application by a residential facility licensed under section 17a-227 , at his or her discretion and prior to the opening of such facility, make payments for operating costs to be incurred up to forty-five days in advance of the initial admission of residents by such facility. The commissioner shall ensure that all payments made pursuant to this section and section 17a-228 have been properly expended and shall recoup payments improperly expended.
