Whenever a person is voluntarily admitted or committed under an emergency certificate pursuant to section 17a-502 to a hospital for persons with psychiatric disabilities, as defined in section 17a-495 , for care and treatment of a psychiatric disability and not solely for being an alcohol-dependent person or a drug-dependent person as those terms are defined in section 17a-680 , the hospital shall forthwith notify the Commissioner of Mental Health and Addiction Services of such admission or commitment and provide identifying information including, but not limited to, name, address, sex, date of birth and the date of admission. The commissioner shall maintain such identifying information on all such admissions occurring on and after October 1, 2013, and commitments occurring on and after October 1, 2023.
