Person not subject to arrest or prosecution solely for being in presence or vicinity of palliative use of marijuana

No person shall be subject to arrest or prosecution solely for being in the presence or vicinity of the palliative use of marijuana as permitted under sections 21a-408 to 21a-408m , inclusive.
