The Governor shall determine the organizational structure of the militia units pursuant to section 27-14 . Each militia unit shall be composed in a manner consistent with National Guard or federal military units of similar composition, size and purpose. The Adjutant General may adopt bylaws and regulations and issue orders and circulars for the administration of the militia units.
