(a) Any volunteer recruited, trained or utilized by any state agency shall, to the extent of his voluntary services, be exempt from the provisions of title 5, except as provided in section 4-61 ll .
(b) Volunteers shall comply with applicable agency rules and regulations. No volunteer shall displace a paid employee of this state.
