Conn. Gen. Stat. § 8-169uu

The authority may establish criteria to evaluate any potential impact of an authority development project. Such criteria shall include, but not be limited to, the impact the proposed project may have on the tax base of a municipality, or the combined tax bases of two or more municipalities, as applicable to such project.
