There shall be within the Department the following bureaus:
(1) A Bureau of Administrative Services.
(2) A Bureau of Healthcare, Substance Abuse, and Mental Health Services.
(3) A Bureau of Prisons.
(4) A Bureau of Community Corrections.
(5) Such other bureaus, divisions, and subdivisions, with such personnel as the Commissioner shall deem desirable.
