(a) Appropriations for the program will be made to the Council through the annual Appropriations Act in a separate line item appropriation. The Council is authorized to accept private donations and federal funding to support the program.
(b) The Council may use up to 5% of the amount appropriated for the program to cover costs of administering the program.
