Each Florida College System institution district which participates in the state appropriations for the Florida College System Program Fund shall provide evidence of its effort to maintain an adequate Florida College System institution program which shall:
(1) Meet the minimum standards prescribed by the State Board of Education in accordance with s. 1001.02(6).
(2) Effectively fulfill the mission of the Florida College System institutions in accordance with s. 1004.65.
