Rights of citizens of the United States while in this state generally

Such citizens of the other states of the Union as are recognized as

citizens of the United States by the Constitution thereof shall be entitled, while temporarily within this state, to all the rights of citizens thereof, except the elective franchise, the right to hold office, and the right to perform such civil functions as are confined by law to citizens of

this state.
