The director shall develop an adequate plan for the provision of safe
drinking water under emergency circumstances. When, in the judgment of the director, emergency circumstances exist in the state with
respect to a need for safe drinking water, he may take such actions as he may deem necessary in order to provide such water where it otherwise would not be available.
