The Commissioner is authorized to deny, suspend, or revoke any license, registration, or permit provided for in this article, subject to a hearing and in conformance with Chapter 18 of Title 50, the “Georgia Administrative Procedure Act,” in any case in which he finds that there has been a failure or refusal to comply with this article or regulations adopted hereunder.
