Any public officer of any county in this state who buys up at a discount or in any manner speculates in what are known as “county

orders,” “jury scrip,” or any other order or scrip which is to be paid out of any public fund of this state or of any county in this state shall be guilty of a misdemeanor and shall be removed from office.
