“Regulatory agency” defined

As used in this chapter, the term “regulatory agency” means any board, bureau, or commission of the executive branch of state government in existence on July 1, 1992, or created by law after July 1, 1992, for the primary purpose of licensing or otherwise regulating or control-

ling any profession, business, or trade.
