(a) This chapter shall apply uniformly throughout the State and to all political subdivisions of the State.
(b) This chapter shall supersede any ordinance or other regulation adopted by a political subdivision that specifically governs transportation network companies, transportation network company drivers, or transportation network company vehicles, including those adopted before January 1, 2023.
