The division shall implement and administer family guidance centers. The family guidance centers, in conjunction with other public and private agencies, shall develop and provide a network of preventative, early identification, screening, diagnostic, treatment, and rehabilitative services for children and adolescents based on the needs of each county in which the family guidance center is located. The division shall cooperate with and promote the coordination of the activities of local public and private agencies servicing children and adolescents in their county or the closest county that has resources and services that meet the client's needs.
