(a) This chapter shall not apply to the following:
(1) A financial institution;
(2) A nondepository financial services loan company;
(3) An "open end credit plan", as defined in the Truth in Lending Act, title 15 United States Code section 1602(j); or
(4) A tax refund anticipation loan.
(b) Persons licensed under this chapter shall not be subject to chapter 443B.
